Keep in mind that when you're talking about voice packetization, you have to know how to *interpret* the packet you snoop. While there are a limited number of standard vocoders (or "codecs"), the capability of any company to create their own is wide open.

Many prominent equipment manufacturers are placing variations of the specifications (which make them "non-standard," of course) on their equipment, which makes the packet much more difficult to understand.

The problem is not thereby solved, but it is rendered much more difficult for the criminal to capture an IP packet and understand it as readable audio data than it would be if things were simply left as unencrypted 64kbps PCM.
